Telman Maharramov is an international development and public policy professional specializing in sustainable urban development, regional programme coordination, and strategic partnerships. He currently works on Partnerships and Programme Management at the UN-Habitat Regional Office for Eastern Europe and Central Asia. He coordinates the planning and delivery of regional initiatives, facilitates collaboration among governments, municipalities, UN entities, and development partners, and supports the development of partnerships and resource-mobilization opportunities across the region. Previously, Telman worked with the GIZ Country Office in Azerbaijan, the Embassy of the Republic of Azerbaijan in Berlin, and the European Parliament, contributing to policy analysis, institutional cooperation, programme development, and stakeholder engagement. His expertise includes public policy, multilevel governance, climate action, SDG localization, municipal cooperation, and evidence-based policymaking. He holds an MSc in Urban and Regional Planning from Lund University, Sweden, a Bachelor’s degree in Public Affairs and Public Policy from ADA University, Azerbaijan, and a PRINCE2 Project Management certification
