«PETRONAS» defines a new development strategy for cooperation in Turkmenistan

    13 Oct 26

The long-term success of international energy companies is determined not only by the duration of their operations, but also by their ability to adapt to changing market conditions, introduce new technologies, improve production efficiency and develop sustainable partnerships with host countries. The 30-year experience of Malaysia’s leading energy company «PETRONAS» in Turkmenistan represents a clear example of such an approach. This was reported by an online newspaper «Turkmenistan: Golden age». «PETRONAS» began its operations in Turkmenistan in 1996 within the framework of the Production Sharing Agreement for the Block-I project in the Turkmen sector of the Caspian Sea. Since then, the company’s activities have expanded beyond exploration and hydrocarbon production to include offshore infrastructure development, gas processing, technology implementation, workforce development and knowledge transfer. The production base established over the years has now become an important investment platform opening new opportunities for future growth. At a time when the global energy sector is placing increasing emphasis on efficiency, digitalization, reducing operational costs and improving environmental performance, «PETRONAS»’s experience in Turkmenistan provides a reliable foundation for the next stage of cooperation. The implementation of the Block-I project has become an important part of long-term cooperation in developing Turkmenistan’s hydrocarbon resources in the Caspian Sea. As a result of the company’s exploration activities, the Magtymguly gas field was discovered in 1998, followed by the Diyarbeкир oil field in 1999. First oil from the Diyarbeкир field was produced in May 2006. Over time, the project evolved beyond field development into an integrated energy chain comprising offshore platforms, pipeline systems, export infrastructure and coastal production facilities. A key element of this system is the gas processing plant in Kiyanly and the coastal gas terminal. Together with offshore facilities, these assets form an integrated production system enabling the commercial development of Turkmenistan’s Caspian resources. Therefore, the contribution of «PETRONAS» should be viewed not only as the development of individual fields, but also as the creation of a broad production ecosystem around offshore energy assets. After three decades of experience, the development potential of the Block-I project differs significantly from its initial exploration stage. Today, the primary focus is not only on creating new production capacity, but also on maximizing the efficiency and value of existing assets. According to the management of «PETRONAS Carigali (Turkmenistan) Sdn Bhd», the Block-I project remains a key foundation of the company’s operations in Turkmenistan. Future development priorities include ensuring safe production, improving the efficiency of existing facilities and applying technologies that create additional value. Future investments in this area will focus not only on infrastructure development but also on asset integrity management, the use of digital solutions, optimization of production processes and cost reduction. Technology is playing an increasingly important role in «PETRONAS»’s development strategy in Turkmenistan. The five-year technology roadmap presented during «PC(T)SB Technology Day 2024» outlined directions for the systematic implementation of new solutions into production operations. Information technologies, automation, remote monitoring systems and advanced asset management methods are becoming increasingly important for improving efficiency at offshore fields. Such solutions help enhance production reliability, reduce risks and improve economic performance. The company also identifies emissions reduction, energy efficiency improvement and the integration of sustainable development principles into operations as priority areas of cooperation. Today, the competitiveness of energy resources is determined not only by production volumes, but also by environmental performance and operational efficiency. One of the important areas of «PETRONAS»’s activities in Turkmenistan is the development of national human resources. Today, Turkmen citizens represent the majority of the company’s workforce. Over the years, Turkmen specialists have gained opportunities to acquire international experience, improve their qualifications and master new technologies. The company also supports the education of Turkmen students at Universiti Teknologi PETRONAS and the training of technical specialists at the INSTEP center. These initiatives contribute not only to meeting the needs of individual projects but also to strengthening the overall professional capacity of Turkmenistan’s energy sector. A high share of local employees allows international expertise to remain within the country’s production environment. Thus, knowledge and technology transfer has become one of the important economic outcomes of cooperation. The 30-year activity of «PETRONAS» in Turkmenistan represents not only the company’s history, but also an important part of the development of the country’s energy sector. The production infrastructure created through this partnership, accumulated experience, trained specialists and technological capabilities provide a strong foundation for future growth. Today, the next stage of cooperation is associated not only with hydrocarbon production, but also with expanding the potential of existing assets, implementing digital technologies, improving environmental efficiency and creating new investment opportunities. The experience of «PETRONAS» in Turkmenistan demonstrates a modern model of international energy cooperation, where investments are directed not only into production facilities, but also into technologies, human resources and long-term development prospects.
